[Pgsql-ayuda] ayuda con postgres para windows!

Antes que nada soy nuevo en la lista, estoy tratando de instalar la version beta de postgresql 7.2.1 para windows, lo estoy tratando de hacer en un equipo con windows 98, pero a la hora de que quiero levantar el postmaster aparece el siguiente error:

estuve leyendo y segun es porque la base de datos no existe, e intento crearla pero cuando lo hago me marca el siguinte error:
 
C:\postgresql\bin>createdb newdb
PSQL.EXE: could not connect to server: Socket error, no description available. (0x0000274D)
        Is the server running on host localhost and accepting
        TCP/IP connections on port 5432?

espero alguien pueda orientarme con esta situacion.
