Huh... parece ser que tu sistema operativo no soporta ese locale.  Define
las variables de localizacion a "C" (LC_MESSAGES=C, etc), o bien instala
el soporte a locales de tu sistema operativo, o usa otro sistema
operativo.

Yo probablemente optaria por la tercera ruta...
